Background The Department of Veterans Affairs, specifically the Network Contracting Office NCO 19, is issuing this solicitation for hazardous waste disposal services at the VISN 19 Reverse Distribution Center (RDC) located in Cheyenne, Wyoming. The RDC operates under the Resource Conservation and Recovery Act (RCRA) and is responsible for managing hazardous pharmaceutical waste. The goal of this contract is to ensure safe and compliant disposal of hazardous waste generated from pharmaceuticals that cannot be returned to manufacturers for credit. Work Details The contractor will provide comprehensive disposal services for EPA-defined hazardous pharmaceutical waste. This includes all necessary labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, and disposal services required to categorize, package, transport, document, and dispose of hazardous wastes from the RDC. The contractor must maintain all required licenses and permits for waste removal and ensure compliance with all applicable federal, state, and local regulations. Specific tasks include: 1. Disposal of hazardous pharmaceutical waste as defined by RCRA. 2. Management of spills/releases of hazardous materials/wastes (excluding remediation waste). 3. Routine waste pickups based on generation rates with provisions for out-of-cycle pickups as needed. 4. Services are to be provided during standard operating hours (Monday through Friday) excluding national holidays. Period of Performance The contract will have a base period of performance lasting 12 months followed by four one-year option periods. Place of Performance The primary location for performance will be the VISN 19 Reverse Distribution Center located at 5353 Yellowstone Road, Suite 221, Cheyenne, Wyoming.
