Background The Department of Veterans Affairs, specifically the Network Contracting Office 10, is issuing this solicitation for the replacement and relocation of a backflow preventer and isolation valve at the VA Northern Indiana Health Care System located in Fort Wayne, Indiana. The goal of this contract is to ensure compliance with safety and operational standards while maintaining the integrity of water systems within the facility. Work Details The contractor is required to provide all necessary labor, materials, parts (including system components), supervision, project management, equipment, quality and safety assurance, and other resources to complete the following tasks: 1. Replace and relocate a 4-inch backflow preventer from the ceiling and dispose of existing devices and associated materials. 2. Replace two isolation valves attached to the backflow preventer. 3. Install piping from the existing water main in the ceiling to the new ground-level backflow preventer supplied by VA. 4. Prefabricate piping before a scheduled water shutdown to minimize domestic water downtime. 5. Construct a stand for supporting the backflow preventer. 6. Replace one 6-inch gate isolation valve on a double check valve. 7. Conduct testing by a certified backflow tester and submit all necessary paperwork to the Contracting Officer Representative (COR). 8. Prepare for outages in coordination with COR at least two weeks prior to any shutdowns, ensuring that all prep work can be done during normal working hours (Monday-Friday, 7:00 AM – 4:00 PM) while actual outages occur outside these hours. Period of Performance The contractor shall complete all work within 90 calendar days after receiving the Notice to Proceed (NTP).
