This is a Sources Sought Notice ONLY and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the Mission and Installation Contracting Command (MICC) Fort Belvoir, Virginia to award a contract based on this Request for Information (RFI) or otherwise pay for the information sought. The Government is seeking responses to this Sources Sought Notice from small businesses capable of providing the requirement. Small businesses, in all socioeconomic categories are highly encouraged to identify capabilities in meeting the requirements. MICC Fort Belvoir is looking for an HVAC company for this requirement, not a source to hire another source. The Government is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing Heating, Ventilation and Air Conditioning (HVAC) services at the Arlington National Cemetery (ANC) as described in the attached Performance Work Statement. The intended North American Industry Classification System (NAICS) Code classified for this effort is 238220 - Plumbing, Heating and Air Conditioning Contractors. The aforementioned NAICS Code is associated with a size standard of $19.0 Million. All interested businesses SHALL have the ability to deliver the required service and perform 51% of the labor by statute. A SITE VISIT to Arlington National Cemetery is scheduled MONDAY March 2, 2026. See below for full details. Responses with capability statements shall be submitted no later than Thursday, 26 February 2026 at 2:00 p.m. EST (Fort Belvoir, Virginia). Please provide the following information within your capability statement: (1) Company name and address. (2) DUNS Number. (3) CAGE Code. (4) Business size and, if applicable, socioeconomic status under is 238220 Plumbing, Heating and Air Conditioning Contractors. (5) Company point(s) of contact and contact information. (6) Description of capabilities related to your capacity to perform and manage the work. (7) Confirmation that your company is interested and intends to submit a quote/ bid/proposal when and if a solicitation is issued. Disclaimer and Important Notes. ANC SITE VISIT INFO

DATE/TIME: Monday, 2 March 2026 from 0900-1200 (EST) A one (1) day Site Visit is scheduled 2 March 2026 at Arlington National Cemetery (ANC) and U.S. Soldier's Airmen's Home National Cemetery (USSAHNC). Contractors will need to limit the number of vehicles to one per vendor to limit the interference with cemetery daily operations. Contractors will follow the COR Mr. Williams to different places in the cemetery. Contractors who plan to attend this Site Visit will need to complete and return the attached ANC Access Roster Request for HVAC Recompete Walkthrough no later than 26 February 2026 2:00 PM (EST) to francisco.velazquez-salazar.civ@army.mil . Contractors will need to meet at the security checkpoint before the Women Memorial main gate to be escorted, contractors who name is on the list will only be allowed to enter. A previous Sources Sought was issued on Nov 24, 2025, looking for 8(a) firms. Due to the FAR overhaul and the scope of this contract greater than the previous contract this requirement is no longer in the 8(a) program. Therefore, this requirement is being Set Aside 100% Small Business. Preference shall be given to HUB Zone, Women Owned Small Business, Service-disabled Veteran-Owned Small Business. This acquisition for Commercial Services will be competed under Simplified Acquisition Procedures of FAR Part 13.
