THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes 2:00 p.m. Eastern Time on Monday 2 March 2026. The applicable North American Industry Classification System (NAICS) for this requirement is 562910 Remediation Services, with a corresponding size standard of $25M. Interested parties must be registered under NAICS 562910 in the System for Award Management (SAM) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice. The 633d Contracting Squadron has a need for contractor services to conduct a comprehensive Hazardous Material (HAZMAT, asbestos and lead based paint) survey of Dodd Hall, Facility 448 at JBLE-Langley, Virginia. The U.S. Government requires an assessment to determine the scope and cost of asbestos and lead-based paint remediation before the facility is demolished. All findings are the exclusive property of the government and shall not be shared with the demolition bidders without explicit authorization by the contracting officer. Background The 633d Contracting Squadron requires contractor services to conduct a comprehensive Hazardous Material (HAZMAT) survey of Dodd Hall, Facility 448 at Joint Base Langley-Eustis (JBLE), Virginia. The purpose of this assessment is to determine the scope and cost of asbestos and lead-based paint remediation necessary prior to the demolition of the facility. All findings from this survey will be the exclusive property of the U.S. Government and cannot be shared with demolition bidders without explicit authorization from the contracting officer. Work Details The contractor will perform a comprehensive assessment that includes: 1.1 Initial Site Assessment (ISA): Conduct an initial site assessment to identify potential hazardous materials within the facility and walk the site with a Government representative to review the scope of work. 1.2 Field Assessment: Access all facility areas, including lodging rooms, offices, corridors, service areas, and mechanical rooms; perform destructive testing by accessing areas behind drywall, under carpets, and above ceilings to sample potentially contaminated materials. 1.3 Laboratory Analysis: Submit all collected samples to an accredited laboratory for analysis; analyze samples for asbestos and lead-based paint according to industry standards. 1.4 Report Preparation: Prepare a comprehensive report detailing findings, including photographs, laboratory results, and recommendations for remediation; quantify contaminated materials for detailed cost analysis using market-rate unit costs; submit final report to project manager for review and approval. 1.5 Compliance and Safety: Ensure compliance with OSHA, EPA, and local regulations; implement safety measures to protect personnel and facility occupants during the survey. 1.6 Deliverables include a Field Assessment Report and a Final Comprehensive Report.
