Background The Travis County Purchasing Office is issuing this Invitation for Bid (IFB) No. 164-GC for the rental of refrigerated and freezer trailers along with fuel supply. The purpose of this contract is to provide reliable temperature-controlled storage units for frozen food storage, supporting the operational needs of Travis County in Texas. Work Details The contractor will provide self-contained, insulated, temperature-controlled refrigerated/freezer trailers designed for stationary or dock-connected use. The trailers must maintain frozen or refrigerated product temperatures under continuous operation in varying ambient conditions. Specific requirements include: - Trailer dimensions: Standard lengths of 45 ft, 48 ft, or 53 ft; interior width of approximately 98–100 inches; minimum interior height of 108 inches; payload capacity of at least 60,000 lbs. - Operating temperature ranges: Frozen mode setpoint range from 20°F to 0°F and refrigerated mode from 32°F to 41°F. - Digital microprocessor controller with continuous temperature monitoring and automatic defrost system. - Self-contained diesel/electric refrigeration unit with electric standby capability. - High-density polyurethane foam insulation with a minimum R-value equivalent of R-25 for walls/roof and R-30 for the floor. - Emergency response services available 24/7 for any failures affecting temperature control, with a technician dispatched within one hour of notice. Period of Performance The contract will be effective for one year upon award by the Travis County Commissioners Court, with options to extend for four additional one-year periods and three additional one-month periods. Place of Performance The services will be performed in Travis County, Texas. Bidder Requirements Bidders must comply with all applicable federal, state, and local laws and regulations. They are required to have standard insurance coverage sufficient to cover the needs of both the contractor and subcontractors. The contractor must also submit a completed Internal Revenue Form W-9 before any contract funds are payable. Additionally, bidders must not be on the Federal Government’s list of suspended or debarred contractors.
