This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. Solicitation number 12445526Q0030 is issued as a Request for Quotation (RFQ) for FPL- Starkville Sewer Replacement. The purpose of this project is to replace a sewer line located at the Forest Service research site in Starkville, MS. The existing sewer line is blocked with tree roots and multiple attempts to jet and clear the pipe have been unsuccessful. A replacement of the line is necessary. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Background The Forest Service is issuing solicitation number 12445526Q0030 as a Request for Quotation (RFQ) for the FPL-Starkville Sewer Replacement project. The goal of this project is to replace a sewer line at the Forest Service research site in Starkville, MS, due to blockage caused by tree roots that have rendered multiple attempts to clear the pipe unsuccessful. This acquisition is set-aside for small business concerns. Work Details The scope of work includes: 1. Excavation and removal of approximately 65 linear feet (LF) of existing sewer line between Manholes #1 and #2 (MH-1 & MH-2). 2. Alterations at MH-1, which include: a. Clearing, cleaning, and preparation of MH-1. b. Filling MH-1 with approximately 5 feet of 3000 PSI concrete to raise the effective bottom. c. Cutting a new exit port in MH-1 to accept the new pipe, matching the existing sewer pipe size and cutting the port immediately above the newly poured concrete bottom. 3. Replacement sewer pipe installation: a. Furnishing and installing new PVC sewer pipe between MH-1 and MH-2 while maintaining a slope of 1 inch per 12 inches on lateral section runs. b. Utilizing 22.5-degree drop/fall sections to achieve the correct change in elevation between MH-1 and MH-2. c. Installing new sewer pipe in the existing port in MH-2, placing it in ¾ inch crushed stone, 4 inches deep around the barrel of the new pipe, followed by backfilling with ¾ inch crushed stone up to 12 inches above the barrel of the new pipe, and grading & reseeding to match existing landscaping. Period of Performance The USDA requires completion of all line items within 90 calendar days from the date the contractor receives the Notice To Proceed (NTP). Place of Performance Starkville, MS
