Background The City of Minot, ND is seeking qualified environmental consultants to provide HUD-approved Environmental Review (ER) services for housing and community development projects funded through programs such as the Community Development Block Grant (CDBG), the Home Investments Partnership Program (HOME), and Housing Trust Funds. These services will support compliance with 24 CFR Part 58 for various initiatives, which may include property disposition, land acquisition, and construction activities across multiple sites. Funding will come from the United States Department of Housing and Urban Development Community Development Block Grant National Disaster Resilience (CDBG-NDR) grant, requiring strict adherence to CDBG regulations. Work Details The consultant will provide ER services on various projects including property disposition, land acquisition, and construction activities across multiple sites. Specific tasks include: 1. Describe the project and each activity comprising it regardless of funding source; 2. Classify the activity and conduct the appropriate level of review; 3. For activities that are neither exempt nor categorically excluded, conduct an environmental assessment (EA) documenting compliance with NEPA, HUD, and other applicable Federal laws; 4. Evaluate the effects of the project or activities on the human environment; 5. Document compliance with applicable statutes and authorities; 6. Record written determinations and other review findings required by 24 CFR Part 58; 7. Provide any additional environmental services as directed by the City. Period of Performance The contract is expected to be in effect for a period of five years from the date of award. Place of Performance The services will be performed within the City of Minot, North Dakota. Bidder Requirements Consultants must be registered in SAM before submitting their application and provide a valid unique entity ID. Submissions will only be considered from firms with experienced personnel capable of providing the required services. The City may request additional information to verify qualifications. The contractor must comply with federal regulations regarding civil rights, nondiscrimination, affirmative action, and ensure that minority- and women-owned business enterprises have opportunities to participate in this agreement.
