Background The Bureau of Reclamation, Missouri Basin Regional Office, Billings, Montana, Wyoming Area Office (WYAO) has a requirement for the purchase of a backhoe to maintain approximately 15 miles of access roads to prevent erosion and rockfall. This Sources Sought announcement is intended for market research and advanced planning purposes and does not constitute a solicitation for proposals or quotes. Work Details The contract involves the supply of a WY GL Backhoe with specific technical specifications and performance requirements. The backhoe must meet the following salient characteristics: 1. Required Technical Specifications: A. Standard Base Equipment based on models such as: i. Caterpillar 420 ii. John Deere 310 P-Tier iii. Case 580 Super N iv. New Holland B95D B. Minimum Standard Options include: i. Engine features such as glow plugs, automatic engine speed control, electronic engine control, enclosed fan guard, and filters. ii. Hydraulic System with load sensing hydraulics, hydraulic oil cooler, and auxiliary hydraulics. iii. Undercarriage specifications including 4-speed transmission and parking brake. iv. Upper Structure with vandalism locks and toolbox. v. Front Attachment: MP Bucket (0.96 m3/1.25 yd3) - With Fold-Over Forks. vi. Rear Attachment: MP Bucket 24” (0.12 yd3). vii. Operator Station features including ROPS/FOPS canopy, joystick controls, and LCD operator display. C. Options based on manufacturer availability include operating weight between 18,000 to 25,000 lbs., cold weather package, hydraulic system quick coupler ready, etc. 2. Required Performance Specifications: A. Delivery of a complete and operational backhoe to the Wyoming Area Office in Mills, Wyoming. B. All certifications of acceptance from the manufacturer must be delivered upon completion. Period of Performance The anticipated delivery date for this action is 30 days from manufacturing completion once awarded but no later than August 3, 2026. Place of Performance Manufacturing will occur at an authorized facility with delivery to the Wyoming Area Office at 205 Chamberlain Road, Mills WY 82644.
