Pearland Independent School District ( District ) is accepting Competitive Sealed Proposals for CSP 26-0218-1 Re-Roofing of PISD Campuses. Proposals must be submitted electronically through the Pearland ISD eBid system.
A pre-proposal conference will be held at 9:00 a.m., March 3, 2026, at Pearland ESC Business Office, 1928 N. Main Street, Pearland, TX 77581. A site walk will follow immediately thereafter. Questions: Please submit questions through the Pearland ISD eBid System by March 13, 2026. Pearland ISD will not answer verbal questions or those submitted through any means other than the Pearland ISD eBid System; any responses to a prospective Vendor's questions will be posted within the Pearland ISD eBid System.
Proposals are due by 2:00 p.m., March 20, 2026, and will be publicly opened immediately at Pearland ESC Business Office, 1928 N. Main Street, Pearland, TX 77581. Proposals submitted after this deadline will not be accepted. All Proposals must be submitted electronically. No Proposal will be accepted by mail or hand delivery. Proposals submitted by mail or hand delivery will be marked non-responsive. The District reserves the right to reject any and all proposals. Responsiveness, Communications, And Negotiation Procedures: If the Proposal Document is incomplete or fails to conform to the requirements of this Competitive Sealed Proposal (CSP), Pearland Independent School District ( District ) will determine, at its sole discretion, whether the variance is material and renders the Proposal non-responsive. Following the proposal opening and completion of the initial review and evaluation, the District may invite one or more selected Proposers to participate in oral presentations. The District will use commercially reasonable efforts to avoid public disclosure of proposal contents prior to vendor selection. Proposers shall not initiate discussions with the District. Any discussions will be limited to issues and topics identified by the District. Attempts by a Proposer to deviate from the specified discussion topics or introduce unrelated matters may result in disqualification. Vendors shall not contact any District personnel during the solicitation process without the express permission of the Purchasing Coordinator. The District may select a Vendor based solely on the proposals initially submitted, without discussion, clarification, or modification. Alternatively, the District may select a Vendor based on negotiations with one or more Proposers. During negotiations, the District will use commercially reasonable efforts to avoid disclosure of competing proposal contents. At its sole option, the District may discuss and negotiate all elements of proposals submitted by Proposers within a specified competitive range. After initial evaluation, the District may establish a competitive range consisting of the highest-rated proposals deemed acceptable or potentially acceptable. The District may first attempt to negotiate a contract with the highest-ranked Proposer. The District and its architect or engineer may discuss scope or schedule modifications and any associated price adjustments. If a satisfactory agreement cannot be reached, the District will formally terminate negotiations in writing and proceed to the next highest-ranked Proposer until a contract is executed or all proposals are rejected.
Background The Pearland Independent School District (PISD) is seeking proposals for the re-roofing of multiple campuses as part of its ongoing maintenance and improvement efforts. The goal of this contract is to ensure that the roofing systems are updated to meet current standards and provide adequate protection against the elements, thereby supporting the district's mission to provide a safe and conducive learning environment for students. Work Details The scope of work includes the following tasks across various campuses: 1. Demolition of existing roof systems down to the lightweight deck, with necessary patching and repairs. 2. Installation of new roofing systems, including: - Mechanically-attached base ply (as per specifications). - Two layers of fully adhered 2.2" ISO insulation (as per specifications). - Fully adhered 1/2" cover board (as per specifications). - Two-ply modified bitumen 'cool roof' system (as per specifications). 3. Installation of new perimeter edge blocking as needed to match adjacent roof heights. 4. Replacement of all associated sheet metal, trim, gutters, downspouts, coping, etc., ensuring sizes match existing conditions. 5. Liquid flashing at all penetrations (vents, pipes, stacks, etc.). 6. Replacement of wooden sleepers and pipe supports as necessary. 7. Installation of new collector heads and downspouts, including overflow scuppers where required.
