Background The Department of the Navy, Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, Virginia is issuing a justification for an exception to fair opportunity under an IDIQ contract. The purpose of this action is to limit the procurement source to East Coast Repair and Fabrication (ECRF) for urgent maintenance and sustainment work on the YRBM-60 barge, which is critical for supporting the operational needs of the United States Navy. Work Details The tasks to be performed under this contract include: 1. Accountability of Manhour and Material Reservation; 2. Gauge inspection and calibration; 3. Cleaning, inspecting, testing, and preserving Heating and Air Conditioning (HVAC) systems; 4. Inspecting, cleaning, and repairing Deck Drains; 5. Inspecting, testing, and certifying Firefighting Systems; 6. Accomplishing Habitability Installation; 7. Completing Barge Systems Check Off List; 8. Providing Temporary Services; 9. Providing RMC Office Facility services; 10. Accomplishing Cleaning and Pumping tasks; 11. Providing Barge Activation Support; 12. Performing Boat Cleaning during Availability and for Turnover to the U.S. Navy; 13. Controlling Hazardous Waste Produced on Naval Vessel. Period of Performance The work must be accomplished during the maintenance and sustainment availability of the YRBM-60 barge.
