Summary (Newest Update)

Background The United States Food and Drug Administration (FDA), specifically the Office of the Commissioner (OC) and the Office of the Chief Counsel (OCC), is seeking to renew an existing subscription to the Wolters Kluwer VitalLaw Platform. This platform is essential for supporting the legal research needs of OCC attorneys, providing access to unique proprietary content that is not available from other vendors. The contract will be awarded on a sole source basis to CCH Incorporated, as they are deemed the only responsible source capable of fulfilling the agency's requirements. Work Details The contract includes a one-year base period with four additional option years for subscriptions covering: 1. Administrative Law Treatise; 2. Food, Drug & Cosmetic Law Library; 3. Generic & Innovator Drugs; 4. Medical Devices Library. The VitalLaw platform provides comprehensive legal research resources, including proprietary treatises, case reporters, and a collection of government documents such as FDA Warning Letters and Compliance Policy Guides. It also offers newsletters for updates on platform content. The service includes unlimited user IDs for FDA attorneys and staff, allowing 24/7 access along with regular customer support and on-demand training. Period of Performance One-year base period with four one-year options. Place of Performance Services will be performed remotely via the Wolters Kluwer VitalLaw Platform.
