Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and can provide valid capability to provide required services validated by NMS Labs. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award. Capability statements are due by 0900 EST, 28 Feb 2026. Background The Defense Health Agency (DHA), specifically the Armed Forces Medical Examiner System (AFMES), Division of Forensic Toxicology (DFT), is issuing a sole source contract to NMS Labs for forensic toxicology testing services. The DFT provides toxicological examinations for military autopsies, aircraft incidents, criminal investigations, fitness-for-duty inquiries, and cases of national interest. This contract aims to secure external testing for drugs that DFT cannot test for, ensuring comprehensive toxicology services. Work Details The contractor must be certified by the American Board of Forensic Toxicology (ABFT) or the International Organization for Standardization (ISO) and provide accurate forensic analysis of specimens including blood, urine, vitreous, and tissue. Key tasks include: 1. Providing a variety of forensic toxicology tests with an evolving list that includes novel psychoactive substances. 2. Being available telephonically Monday through Friday from 0800 - 1700 EST for inquiries. 3. Returning specimens to DFT upon completion of testing at no additional charge using a method that maintains specimen stability. 4. Updating the list of available tests regularly and annotating validated tests per ABFT or ISO 17025 standards. 5. Submitting monthly reports detailing orders placed, including contract number, order date, received date, order number, description, quantity, unit price, and total amount by the 10th day of each month.
