Background The Centers for Medicare and Medicaid Services (CMS), Office of the Administrator (OA) is initiating a contract for Medicaid Community Engagement Requirements State Technical Assistance Support as part of the Fiscal Year 2026 budget. This initiative is driven by the Working Families Tax Cut (WFTC) legislation, which mandates new Community Engagement (CE) requirements for adult Medicaid enrollers, impacting over 70 million enrollees across participating states. The urgency of this contract stems from a compliance deadline of December 31, 2026, necessitating immediate action to support state-level discovery and implementation efforts. Work Details The contractor will provide professional commercial agile services that include: 1. Phase 1: Discovery and targeted state support from February 1, 2026, to January 31, 2027. 2. Phase 2: Scaling state support during the same period. 3. Ongoing support for states that have requested waivers during Option Period 1 from February 1, 2027, to January 31, 2028. The services will focus on delivering targeted Technical Assistance (TA) and product development to CMS and its state partners to implement the mandated community engagement requirements effectively. Period of Performance Base Period from February 1, 2026, to January 31, 2027; Option Period from February 1, 2027, to January 31, 2028. Place of Performance The contract will be performed in various states including Louisiana, Pennsylvania, District of Columbia, Massachusetts, Connecticut, Georgia, Idaho, Missouri, Montana, North Carolina, Nebraska, New York, West Virginia and any other states that express interest.
