This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0170 is issued as a Request for Quotation (RFQ) for safety shower modifications and installations. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The applicable North American Industry Classification Standard Code is 238220 The small business size standard is $19.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Organized site visits have been scheduled for February 18, 2026 at 9:00 AM Eastern Standard Time (EST) and February 19, 2026 at 1:00 PM EST. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must RSVP by emailing josh.dobereiner@usda.gov by February 17, 2026 at 3:00 PM EST with the names of attendees, company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. Bonds: Bid, Payment, and Performance Bonds are required. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 4:00 PM EST on February 26, 2026. Answers to all questions received by that time will be posted as an amendment to the solicitation. Background This solicitation is issued by the U.S. Department of Agriculture (USDA) for safety shower modifications and installations at the National Center for Cool and Cold-Water Aquaculture (NCCCWA) in Kearneysville, WV. The goal of this contract is to enhance safety measures by installing new emergency eyewash stations and modifying existing ones, ensuring compliance with safety standards in an active research facility. Work Details The contractor will be responsible for the following tasks: 1. Install new mixing valves at existing emergency eyewash stations. 2. Install new emergency eyewash stations. The work must be performed while maintaining security and operational integrity within an active research environment. Contractors are required to provide a technical approach narrative detailing how they will manage security, staging locations for materials and equipment, the sequence of construction, and project closeout procedures. Additionally, resumes for key personnel must demonstrate relevant experience managing similar projects. Period of Performance The contract period of performance is from April 15, 2026, to October 30, 2026.
