Summary

The United States Air Force, 96th Test Wing at Eglin Air Force Base, is conducting market research to identify sources capable of providing "Brand Name or Equal" Hyperspectral Imaging Systems (HIS). The requirement is for one (1) Commercial-Off-The-Shelf (COTS) Short-Wave Infrared / Mid-Wave Infrared (SWIR/MWIR) system, with an option to purchase one (1) additional Mid-Wave Infrared / Long-Wave Infrared (MWIR/LWIR) system. These instruments are required for the remote detection, measurement, and real-time spectral analysis of materials and dynamic events in a field-testing environment. This is a Brand Name or Equal acquisition. The Government has identified a specific product that meets its minimum technical requirements; however, this notice is intended to identify all sources capable of providing an "equal" solution. To be considered "equal," a proposed system must meet or exceed the Government's salient characteristics, which include, but are not limited to:

Spectral Performance

The ability to operate within the specified infrared spectral ranges (SWIR/MWIR for the base system, MWIR/LWIR for the option).

High-Speed Data Acquisition

Must achieve specified minimum scan rates at various spectral resolutions to capture data from transient events.

Integrated Turn-Key System

Must be a complete solution including a ruggedized, hermetically sealed sensor head, a set of three interchangeable telescope assemblies (x0.5, x2, x6), a co-aligned visible-light camera for bore sighting, a GPS/IRIG-B interface, and a dedicated control and analysis computer with operational software.

High-Fidelity Imaging

The Focal Plane Array (FPA) must meet minimum size requirements and contain zero dead pixels. Interested parties should respond to the Sources Sought notice by submitting a capabilities statement that provides clear and convincing evidence of their ability to meet these and all other requirements outlined in the full announcement. Please see attached document for specifications: Technical Requirements document

Summary (Newest Update)

Background The United States Air Force, specifically the 96th Test Wing at Eglin Air Force Base, is conducting market research to identify sources capable of providing 'Brand Name or Equal' Hyperspectral Imaging Systems (HIS). The goal of this contract is to procure advanced imaging systems for remote detection, measurement, and real-time spectral analysis of materials in field-testing environments. Work Details The requirement includes one (1) Commercial-Off-The-Shelf (COTS) Short-Wave Infrared / Mid-Wave Infrared (SWIR/MWIR) system with an option for one (1) additional Mid-Wave Infrared / Long-Wave Infrared (MWIR/LWIR) system. The systems must meet the following salient characteristics: - Spectral Performance: Operate within specified infrared spectral ranges (SWIR/MWIR for base system, MWIR/LWIR for option). - High-Speed Data Acquisition: Achieve specified minimum scan rates at various spectral resolutions: - 3 Igrams/sec at 1 cm-1 - 26 Igrams/sec at 8 cm-1 - 44 Igrams/sec at 16 cm-1 - 71 Igrams/sec at 32 cm-1 - Integrated Turn-Key System: Complete solution including a ruggedized sensor head, three interchangeable telescope assemblies (x0.5, x2, x6), a co-aligned visible-light camera for bore sighting, GPS/IRIG-B interface, and a dedicated control and analysis computer with operational software. - High-Fidelity Imaging: Focal Plane Array (FPA) must meet minimum size requirements and contain zero dead pixels. - Dynamic range must be ≥ 10000:1. - Must include a built-in GPS/IRIG B Timecode decoder interface and have a 10Gigabit Ethernet output. - The operational voltage must be: 120V, 60Hz. - The enclosure must be hermetically sealed and come with manuals, installation, and training at the customer site. Place of Performance Eglin Air Force Base, Florida
