Background The North Attleborough Electric Department (NAED) operates and maintains an electric utility, substation, and Operations Center. NAED currently maintains an existing fiber network that supplies internet for municipal buildings and allows NAED to acquire data and statuses from equipment on the system via SCADA. A new SCADA capable recloser will be installed on Pole 4 Plain St, necessitating the extension of the fiber network to connect this device to the SCADA system. Work Details The contractor will extend 48F ADSS fiber (supplied by NAED) approximately 1,472 feet from Pole 116 Kelley Blvd to Pole 3 Plain St, which includes: - Installing a 75-foot coil at the existing splice at Pole 116 Kelley Blvd; - Installing 150-foot slack loops at Poles 120 Kelley Blvd, 123 Kelley Blvd, and 2 Plain St; - Installing a 75-foot coil and splice closure at Pole 3 Plain St. Additionally, a 6F ADSS drop (also supplied by NAED) will be extended approximately 138 feet from Pole 3 Plain St to Pole 4 Plain St. At Pole 4 Plain St, the fiber will need to be brought down into a new cabinet with one pair terminated (LC/UPC). The contractor is also responsible for splicing six fibers at Pole 116 Kelley Blvd and extending these fibers to Pole 4 Plain St. All materials except for the provided fiber are the responsibility of the contractor. Period of Performance The installation must be completed within 30 days of contract issuance. Place of Performance The work will take place in North Attleborough, Massachusetts along Plain Street and Kelley Boulevard. Bidder Requirements Bidders must provide a quote for services, a Vendor W-9 form, a Certificate of Insurance with specified coverage amounts (General Liability $1M, Auto Liability $1M, Workers Comp $1M, Excess/Umbrella $5M), OSHA-10 Certification, and comply with prevailing wage requirements as determined by the Massachusetts Department of Labor Standards. If the quote exceeds $25,000, a 50% payment bond is required.
