Request for Information (RFI) No.: 473101 Title: Relocation Services This is a Request for Information (RFI) issued by Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under Contract DE-SC0012704 with the U.S. Department of Energy (DOE). This Request for Information (RFI) is issued solely for market research and acquisition planning purposes. This RFI is not a Request for Proposal (RFP) or a Request for Quote (RFQ), does not constitute a solicitation, and does not obligate Brookhaven Science Associates, LLC (BSA) or the U.S. Department of Energy (DOE) to issue a solicitation, make an award, or reimburse any costs incurred in responding. BSA is seeking information from qualified organizations regarding their capabilities, experience, systems, and approaches for providing federally compliant domestic and international relocation management services, as described in the attached RFI Document. Information received will assist BSA in assessing industry capabilities, best practices, and potential approaches to support a future acquisition strategy related to the administration and management of BSA's Relocation Assistance Program. Respondents are requested to submit the following: a) An indication of interest in performing the services described in the attached RFI Document. b) A brief Statement of Capabilities describing how the respondent meets the requirements outlined in the attached SOW. c) Complete responses to the questions contained in the RFI Questions Document, including supporting documentation where requested. Submittals must be received no later than 4:00 PM Eastern Time on Monday, February 16, 2026. Late responses may not be considered.

Background Brookhaven Science Associates, LLC (BSA) operates Brookhaven National Laboratory (BNL) for the U.S. Department of Energy (DOE). BSA's mission includes recruiting talent locally, nationally, and internationally to support BNL’s scientific and operational objectives. To facilitate workforce recruitment, onboarding, and mobility, BSA provides relocation assistance to eligible employees whose primary residence is over fifty (50) miles from the BNL campus in Upton, New York. This assistance may also extend to employees assigned to approved domestic or international temporary changes of station (TCS). Work Details BSA is seeking information from qualified organizations regarding their capabilities and experience in providing federally compliant domestic and international relocation management services. The scope of interest includes: - Administration and management of domestic and international employee relocation programs for organizations operating in federally regulated or government-funded environments. - Coordination and oversight of household goods transportation, shipping, storage, customs clearance, and related logistics. - Provision of a commercially supported relocation management system for case management, communication, documentation, and reporting. - Employee counseling and case management throughout the full relocation lifecycle, including benefit communication and exception management. - Development of relocation cost estimates for pre-offer and pre-authorization planning. - Audit, review, and processing of relocation-related expenses, reimbursements, and vendor payments. - Compliance with applicable federal regulations including DEAR, FTR, IRS requirements, and DOE directives. - Protection of personally identifiable information (PII) and sensitive employee data. - Program implementation, transition, and onboarding of new clients. Place of Performance The primary place of performance is at Brookhaven National Laboratory located in Upton, New York.
