The City of San Antonio's (the City ) Neighborhood and Housing Service Department ( NHSD ) is seeking to develop a list of licensed and insured contractors to support the City's Major Rehabilitation and Minor Home Repair Programs. Services will be provided to qualified homeowners who are approved for home rehabilitation programs funded by the HOME Investment Partnerships program (HOME), the Community Development Block Grant program (CDBG), the City General Fund, and the Affordable Housing Bond.
Background The City of San Antonio’s Neighborhood and Housing Service Department (NHSD) is seeking to develop a list of licensed and insured contractors to support the City’s Major Rehabilitation and Minor Home Repair Programs. These services will be provided to qualified homeowners approved for home rehabilitation programs funded by the HOME Investment Partnerships program (HOME), the Community Development Block Grant program (CDBG), the City General Fund, and the Affordable Housing Bond. The purpose of this list is to assist homeowners in identifying qualified contractors for rehabilitation work on their properties. Work Details Contractors will provide rehabilitation and reconstruction services for qualified homeowners participating in NHSD-funded home repair programs. Services include: - Major Rehabilitation: Involves repair of two or more major systems such as foundation/structural issues, full electrical upgrades, plumbing/sewer line issues, and HVAC. - Minor Repair: Includes repairs that do not involve foundation or structural repairs, such as water heater replacement, window replacement/upgrade, roof shingle replacement, and interior/exterior door replacement. The estimated number of projects to be completed annually includes 200 roof replacements for single-family homes, 80 minor repairs, and 57 major home rehabilitations. Contractors must conduct site visits to develop detailed Scopes of Work (SOW) tailored to each property’s needs. All SOWs must be reviewed and approved by City staff prior to work commencement. Period of Performance The initial period for contractors on the Courtesy Contractor List is one year, with the option for four additional one-year extensions based on performance. Place of Performance Services will be performed within the City of San Antonio. Bidder Requirements Contractors must be licensed and insured. They are required to comply with all applicable federal, state, and local laws including environmental review requirements, federal conflict of interest regulations, HUD Section 3 requirements for job training and employment opportunities for low-income residents, and city wage standards. Contractors must also provide a minimum one-year warranty on completed work.
