REQUEST FOR INFORMATION

Real Property Support Services III (RPSS III) W912DY25R0034 This REQUEST FOR INFORMATION (RFI) is to seek industry feedback on identifying a more suitable North American Industry Classification System (NAICS) code for the Real Property Support Services (RPSS) III requirement. Currently, generation II, Single Award Task Order Contract is in the Small Business 8(a) program and using NAICS code 541611 Administrative Management and General Management and Consulting Services with Small Business Size Standard $24.5M. However, the Government is evaluating for an alternative NAICS code in support of a possible Multiple Award Task Order Contract that would better align with the scope of work. Industry input is requested to help validate a potential alternative code that accurately reflect the requirement. The Government will review the responses received from this RFI and determine an alternative NAICS code for the procuring RPSS III requirement. This RFI is for market research purposes only and IS NOT A SOLICITATION nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. RFI QUESTIONS. Please provide responses to the following questions: 1) How does the change from NAICS code 541611 to 541990 or 561499 impact your company's ability to qualify and/or compete for this requirement under a total Small Business 8(a) contract? Would a different NAICS code better align with your business capabilities? 2) Has your 8(a)-business performed real property support services such as data entry, data quality management, and record updates under NAICS 541990 or 561499? If so, can you provide examples of contracts awarded under these codes? 3) Which NAICS code does your company typically use when pursuing similar Government contracts? Do you believe 541990 or 561499 accurately reflect the required work (See attached PWS), or is there another code you would recommend ensuring Small Business participation? 4) Would your business be more or less likely to submit a proposal under NAICS 541990 or 561499 compared to 541611? Are there any concerns about the size standard, eligibility, or competition within these NAICS codes? 5) Are there any potential barriers to participation in this procurement based on the NAICS code change? What steps could the Government take to ensure the NAICS selection supports 8(a) Small Business participation while maintaining alignment with the scope of work? Please provide responses by e-mail to the Contract Specialist, Ines Corbett, at ines.d.corbett@usace.army.mil and the Contracting Officer, LaShonda Smith at lashonda.c.smith@usace.army.mil by 12:00 Noon Central Time on 4 April 2025. Please include #W912DY25R0034 in your e-mail subject line response. Please Note. No phone calls or emails correspondences for additional information or questions will be answered at this time.

Summary (Newest Update)

Background The U.S. Army Corps of Engineers is seeking industry feedback through a Request for Information (RFI) regarding the Real Property Support Services III (RPSS III) requirement. The current contract is a Single Award Task Order Contract under the Small Business 8(a) program. The agency is considering an alternative NAICS code to better align with the scope of work for a potential Multiple Award Task Order Contract. Industry input is essential to validate a more suitable NAICS code that accurately reflects the requirements. Work Details The RFI seeks responses to several questions aimed at gathering insights from industry stakeholders: 1) Impact of changing from NAICS code 541611 to either 541990 or 561499 on companies' ability to qualify and compete under a Small Business 8(a) contract; 2) Experience of 8(a)-businesses in performing real property support services such as data entry, data quality management, and record updates under the proposed NAICS codes; 3) Typical NAICS codes used by companies when pursuing similar government contracts and whether the proposed codes accurately reflect required work; 4) Likelihood of submitting proposals under the new codes compared to the existing one, along with any concerns regarding size standards or competition; 5) Identification of potential barriers to participation based on the NAICS code change and suggestions for ensuring alignment with Small Business participation while maintaining scope integrity. Place of Performance The geographic location(s) for performance have not been provided in this RFI.
