The goal is to ensure compliance with Generally Accepted Auditing Standards and to provide an unqualified opinion on the financial statements for the fiscal years ending June 30, 2026, 2027, and 2028. The City aims to maintain transparency and accountability in its financial reporting. Work Details The selected firm will perform annual financial and compliance audits for the City of Cheyenne and the Board of Public Utilities. The scope includes auditing various funds such as: - General Fund - Special Revenue Funds - Capital Projects Funds - Internal Service Fund - Enterprise Funds - Permanent Fund - Fiduciary Fund Additionally, non-audit services will be required to draft the City’s financial and compliance report as well as the Board’s Annual Comprehensive Financial Report (ACFR). Audits must comply with Government Auditing Standards issued by the GAO (Yellow Book) and all relevant federal, state, and local laws. Management letters detailing audit findings and recommendations may also be issued. The firm must provide a detailed audit approach tailored to understanding the City's operations. Period of Performance The contract will run from June 1, 2026 through May 31, 2029, with annual renewal options. Preliminary fieldwork is expected to commence on June 15, 2026, with end-of-year fieldwork starting in September 2026. Preliminary reports are due by December 15, 2026, and final reports by December 30, 2026. Place of Performance The audits will be conducted at the City of Cheyenne's offices located at 2101 O'Neil Avenue, Cheyenne, WY. Bidder Requirements Proposers must be licensed public accountants in Wyoming and meet independence requirements as per Government Auditing Standards. They should not have a record of substandard audit work or ongoing lawsuits with governmental entities. A minimum of three similar audits performed within the last two years is required. Proposers must also provide proof of commercial general liability insurance ($1 million per occurrence), workers' compensation coverage for all employees involved in the engagement, and professional liability insurance ($500,000 minimum). Resident contractors registered with Wyoming Workforce Services will receive additional points.
