Background The Maryland Health Benefit Exchange (MHBE) is an independent unit of State government established to provide Maryland residents and small businesses with the opportunity to compare health insurance plans and facilitate enrollment. The purpose of this solicitation is to procure a Zscaler license subscription for a 12-month duration, which supports the agency's mission of improving access to affordable healthcare. Work Details The vendor shall provide MHBE with the following Zscaler licenses for a 12-month period starting from April 17, 2026, through April 16, 2027: 1. ZPA-CLIENTLESS-PLATFORM-GCM-100: ZPA Clientless Access Platform - Quantity: 200 2. ZCES-SUP-FED-ESS-GCM-1: Zscaler Support Essentials - Federal - Quantity: 1 3. ZS-PLATFORM-GCM-1: Zscaler Platform - Quantity: 275 4. ZS-CTP-2-GCM-1: Zscaler Inline Cyber Threat Protection - Quantity: 275 5. ZDX-ADVANCED-GCM-1: ZDX Advanced - Quantity: 275 6. ZCES-EDU-UNIT-GCM-1: Zscaler Education Units - Quantity: 10 7. ZT-APP-SEG-100-GCM-1: Zero Trust App Segments (100 count) - Quantity: 275. Scope of Support includes Premium Support directly from Zscaler with business hours access (8/5), year-round access (24/7/365), and various support channels including phone, web portal, admin console, and chatbot access. SLA goals include P1 Response in 30 minutes, P2 Response in 1 hour, P3 Response in 3 hours, and P4 Response in 4 hours. Period of Performance The contract will commence on April 17, 2026, and will continue for a duration of 12 months until April 16, 2027. Place of Performance The services will be performed at the Maryland Health Benefit Exchange located at 750 E. Pratt Street, Baltimore, MD. Bidder Requirements Bidders must be authorized to resell subscription licenses for Zscaler products and must submit a letter of authorization from the manufacturer as proof with their bid.
