Background The James J. Rowley Training Center (JJRTC) is the primary training facility for the United States Secret Service (USSS), located on approximately 500 acres at 9200 Powder Mill Road in Laurel, Maryland. This contract aims to provide an updated stormwater assessment for JJRTC, which is currently covered under the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from State and Federal Small Municipal Separate Storm Sewer Systems (MS4). The Safety, Health and Environmental Program (SAF) is responsible for maintaining this coverage and ensuring compliance with all aspects, including water quality and recordkeeping. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to conduct an updated stormwater assessment as defined in this Statement of Work. Specific tasks include: 1. On-site review of stormwater aspects at JJRTC including BMPs, culverts, dams, and outfalls to determine current functionality and maintenance recommendations. 2. Production of a maintenance report detailing any issues found during the review with recommendations and a plan of action including costs. 3. Updating the impervious area assessment report to establish a new baseline and outline current BMPs along with restoration requirements. 4. Updating associated records such as BMP Tables, Restoration Activity Schedule, and stormwater maps as needed.
