Background The United States Merchant Marine Academy (USMMA), under the Maritime Administration (MARAD), is a federal service academy dedicated to educating and graduating leaders who serve the national security, marine transportation, and economic needs of the United States. The contract aims to provide essential medical, dental, and counseling services to Midshipmen as mandated by the Code of Federal Regulations, 46 CFR 310.62, which requires that Midshipmen receive limited medical and dental care. The contractor will ensure that these services are provided on-site at the USMMA Department of Health Services (DHS) to minimize off-site referrals and associated costs. Work Details The contractor will provide healthcare professionals (medical, dental, behavioral health) and administrative support staff to deliver limited medical and dental care services for approximately 1000 Midshipmen. Key tasks include: 1. On-site professional healthcare support services including examinations, diagnoses, and treatments. 2. Provision of medical supplies and equipment necessary for patient care. 3. Operation of 'Sick Call' daily and provision of 24/7 mental health resources. 4. Conducting physical examinations for sea duty, U.S. Coast Guard licensing, and commissioning. 5. Ensuring compliance with infection control standards and maintaining a culture of trust and transparency. 6. Providing pharmacy services and on-site diagnostic lab services. 7. Regular reporting on patient care activities including types of visits and patient volume. Period of Performance The contract will cover a base period from 2026-2027 with four one-year options extending through 2031.
