Background The State of Missouri, through the Office of Administration and the Division of Facilities Management, Design and Construction (OA-FMDC), is seeking Statements of Qualifications (SOQ) from qualified Design/Build Teams for the design and construction of a new facility that will include administrative offices and a fleet garage. The existing facility has been in operation since 1990, and the new project aims to enhance operational efficiency for the Division of General Services. Work Details The project involves providing Design/Build Services for a new administrative office building (approximately 10,000 SF) and a maintenance garage (approximately 20,000 SF). Key features include: - Administrative Office Building: - 14 workstations - 22 offices - File and storage areas - Two restrooms per code - 1 conference room - 1 break room - Reception and waiting area - Mechanical room - Fleet Maintenance Garage: - Fully climate-controlled with heating and air conditioning - 8 body shop bays - 12–14 main shop bays - 1 pull-through bay for large vehicles - 9 overhead bay doors (12’ wide x 14’ tall) Additional requirements include a drive-through enclosed corridor connecting both buildings, compliance with high-efficiency systems, safety equipment installations, and adherence to local, state, and federal codes. Period of Performance Construction is expected to begin in Spring of 2026 with an anticipated duration of approximately 12-14 months. The project must be substantially completed by October 30, 2026. They are required to comply with MBE/WBE/SDVE participation goals: at least ten percent (10%) for Minority Business Enterprises (MBE), ten percent (10%) for Women’s Business Enterprises (WBE), and three percent (3%) for Service Disabled Veteran Enterprises (SDVE). Proposers must also submit an Affidavit of Work Authorization prior to contract award. Additionally, firms must have a current State of Missouri A/E Corporate Certificate of Authority.
