Background The Maryland Health Benefit Exchange (MHBE) is an independent unit of State government established to provide Maryland residents and small businesses with the opportunity to compare rates, benefits, and quality among health insurance plans. The goal of this contract is to renew the Splunk Cloud subscription for a 12-month duration, which is essential for the MHBE's operations in facilitating enrollment in health insurance plans and evaluating eligibility for Medicaid coverage and cost-sharing programs. Work Details The vendor shall provide the following services under this contract: 1. SE-S-CLD-GOVFED-ST: Splunk Cloud Subscription with 100 GB/day capacity, including 9000 GB of storage, support as described on Splunk's support page, provisioned in a FedRamp Moderate Environment. 2. SE-S-ARC-FED-ENC: Splunk Cloud Subscription with Federal Compliance impact level controls, Encryption at Rest – Dynamic Data Archive – 500GB increments. Both subscriptions are to be renewed for the period from April 22, 2026, to April 21, 2027. Period of Performance The contract will commence upon full execution by both parties and will last for a period of 12 months, ending on or around April 30, 2027. Place of Performance The services will be performed remotely as part of the cloud subscription service provided by Splunk. Bidder Requirements Bidders must be authorized to resell the subscription of Splunk Cloud and must submit a letter of authorization from the manufacturer as proof. Additionally, bidders are required to accept payments via electronic funds transfer unless an exemption is granted by the State Comptroller’s Office.
