Fort Detrick owns and operates the Waste Water Treatment Plant (WWTP) for treatment of sanitary wastes generated at the installation. The WWTP accumulates sewage sludge as part of the sanitary treatment activities. Sewage sludge is currently collected and transported to the Fort Detrick municipal landfill for disposal. Upgraded treatment processes at the new Enhanced Nutrient Removal (ENR) WWTP results in increased sewage sludge volume accumulation and disposal. The objective of this requirement is to provide storage, transportation and composting of sewage sludge accumulated as part of sanitary waste treatment processes at the Fort Detrick WWTP.

Background Fort Detrick operates a Waste Water Treatment Plant (WWTP) that processes sanitary waste, generating sewage sludge. Due to upgraded treatment processes at the new Enhanced Nutrient Removal (ENR) WWTP, there is an increased volume of sewage sludge that needs to be managed. The goal of this contract is to provide effective storage, transportation, and composting services for the sewage sludge generated at Fort Detrick WWTP. Work Details The contractor will be responsible for: 1. Providing containers for the storage and transport of sewage sludge; 2. Arriving within 2 days of notification for the transportation of sewage sludge accumulated at the Fort Detrick WWTP to their composting facility; 3. Composting all sewage sludge accumulated at the Fort Detrick WWTP; 4. Providing monthly written reports detailing the volume of sewage sludge composted by the 5th day of the following month. The contractor must maintain required regulatory certifications for composting and obtain all necessary permits for transportation. All technicians and transport drivers must have at least one year of relevant experience. Place of Performance The services will be performed at Fort Detrick, Maryland.
