SCOPE

The Greater Buffalo Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, in partnership with the New York State Thruway Authority (NYSTA), the New York State Department of Transportation (NYSDOT), and the Federal Highway Administration (FHWA), as part of a collaborative multi-agency initiative, will conduct a Planning and Environmental Linkages (PEL) Study. Aligning with public reference to the area, the study will be titled accordingly as the I-90 and I-290 Blue Water Tower Interchange Improvement PEL Study. This is reflective of the Exit 50 interchange of I-90 and I-290 and encompasses connections with Main Street to the north and the Kensington Expressway (NY-33) to the south.

The study aims to address recommendations from the Buffalo Corridor Study (BCS) completed in December 2014, which highlighted the need for further evaluation of this key interchange. Work Details The scope of work includes: 1. Project Management: Initial kick-off meeting, management plan development, progress meetings, and communication with stakeholders. 2. Study Area Existing Conditions Assessment: Documenting existing transportation infrastructure, traffic characteristics, land use, demographics, and reviewing local planning studies. 3. Agency and Stakeholder Engagement: Drafting an Agency Coordination Plan to facilitate agency involvement throughout the PEL process. 4. Public Engagement: Organizing public meetings to gather feedback on transportation problems and proposed concepts. 5. Traffic Analysis: Conducting traffic modeling, simulation, operations assessment, and evaluating impacts on vehicular movements. 6. Environmental Analysis: Identifying environmental resources within the study area including wetlands and endangered species. 7. Scoping Concept(s): Preparing preliminary sketches of potential concepts along with cost estimates for implementation. Period of Performance The PEL Study will be completed within fifteen (15) months from the time of contract execution. Place of Performance The study will be conducted in Erie County, New York, specifically around the I-90 and I-290 interchange area. Bidder Requirements There are no Disadvantaged Business Enterprise (DBE) goals for this procurement as per NYS Procurement lobbying laws effective October 3, 2025.
