Portland Area Indian Health Service (PAIHS) Warm Spring Service Unit (WSSU) is seeking responsible vendors to provide New Optical Coherence Tomography with Angiography (OCTA) installation, calibration, and on-site training services. The estimated performance period is from Date of Award for one (1) calendar year. See Attachment 1 Draft Statement of Work for details. The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified native small businesses, small businesses, or large businesses: (2) whether they are: HUBZone small businesses: service-disable, veteran owned small businesses; (8a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification according to the North American Industry Classification System (NAICS), 334510 code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is in accordance with 25 USC 14, Buy Indian Act with preference to be given to Indian Small Business Economic Enterprises (ISBEE) and/or Indian Economic Enterprises (IEE). Interested parties shall not be reimbursed for costs associated with preparation of their responses. Any proprietary information should be marked. Interested organizations presenting a Capability Statement in response to this Sources Sought Notice must identify their size status. Background The Portland Area Indian Health Service (PAIHS) operates to provide access to health care for approximately 150,000 American Indian/Alaska Native residents across Oregon, Washington, and Idaho. The Warm Springs Service Unit (WSSU) is seeking vendors to supply new Optical Coherence Tomography with Angiography (OCTA) equipment, as the existing equipment is outdated and irreparable. This contract aims to enhance patient care by procuring advanced diagnostic technology for the optometry department. Work Details The contractor will provide one (1) Topcon Maestro2 Optical Coherence Tomography Angiography (OCTA) system with table, including installation, calibration, and on-site training services. Specific requirements include: 1. Removal and disposal of existing OCTA equipment at WSSU. 2. Installation of the new Maestro2 OCTA with table. 3. Provision of software and upgrades. 4. Warranty coverage and user manual guide for the OCTA system. 5. 24/7 support services. 6. Calibration of the equipment for proper functionality, including troubleshooting as necessary. 7. On-site training for WSSU optometry staff on system operation and workflow integration. 8. Acquisition of a fully functional FDA-approved OCT-A system capable of high-resolution retinal imaging and angiography. 9. Delivery and setup at the designated WSSU optometry clinic. 10.
