Work Details The selected service provider will be responsible for: 1. Expressing opinions on the fair presentation of the District’s general-purpose financial statements and individual fund financial statements in conformity with generally accepted accounting principles (GAAP). 2. Performing audits in accordance with GAAP, U.S. GAO Government Auditing Standards, Federal Single Audit Act of 1996, and OMB Circular A-133. 3. Issuing required reports including: a. A report on the fair presentation of financial statements; b. A report on compliance and internal control over financial reporting; c. A report on compliance with requirements applicable to each major program; d. A Schedule of Expenditures of Federal Awards; e. A Schedule of Findings and Questioned Costs; f. A letter to management communicating any reportable conditions found during the audit. 4. Providing special assistance to meet GFOA and ASBO requirements for Certificate of Achievement for Excellence in Financial Reporting programs, with associated costs disclosed separately. 5. Reviewing annual official statements related to debt securities sales. 6. Ensuring compliance with GASB No. 34 for the District’s annual comprehensive financial report. 7. Providing technical support as needed. Period of Performance The contract will commence on July 1, 2026, and continue through June 30, 2029, with options for renewal for a fourth and fifth year at the discretion of the District. Place of Performance The services will be performed at the Harrison Central School District located at 50 Union Avenue, Harrison, NY 10528. Bidder Requirements Bidders must be qualified firms of certified public accountants licensed to practice in New York State and must have received adequate continuing professional education within the preceding two years.
