Background The Maryland Health Benefit Exchange (MHBE) is an independent unit of state government that provides accessible and affordable health coverage to Maryland residents. MHBE administers the Maryland Health Connection, the state's health insurance marketplace, allowing residents to explore health insurance plans and determine eligibility for various assistance programs. This solicitation seeks up to four Testing Specialists to provide IT Auditing, Testing, and Quality Assurance Services as part of their ongoing efforts to ensure the effectiveness and reliability of their systems. Work Details The selected Testing Specialists will be responsible for performing software validation and testing, which includes writing test cases, mapping requirements to test scenarios, validating functionality, performing regression testing, integration testing, interface testing, and testing of downstream functions. They will prepare required test documentation, design and prepare test data, review test results for conformance with design specifications, translate requirements into effective test cases for User Acceptance Testing (UAT), execute test cases while documenting results, identify defects during execution, create test plans and calendars for coordination of tasks, utilize performance testing techniques and tools such as JMeter or Gatling for load simulation, perform API services testing using ReadyAPI or similar tools, conduct quality assurance activities including peer reviews of documentation, and support UAT activities. Candidates must be flexible to work overtime or on weekends as needed. Period of Performance The base period of performance is anticipated from March 2, 2026, through June 30, 2026. MHBE has the option to renew the contract for two additional one-year terms from July 1, 2026, through June 30, 2028. Place of Performance The primary work location will be at 750 East Pratt Street, 6th Floor, Baltimore, MD 21202. Candidates may be required to work on-site or remotely on specific days as determined by MHBE. Bidder Requirements Only Master Contractors under MHBE's IDIQ are eligible to apply. Each Master Contractor may submit resumes for a maximum of one candidate. Candidates must have a minimum of four years of experience in User Acceptance Testing (UAT) of complex public-facing systems and two years in testing web applications. Experience with defect-tracking tools like JIRA and knowledge of HTML, CSS, and JavaScript are required. Substitution of proposed personnel during the evaluation period is prohibited.
