Background This solicitation is issued by the government for commercial services in accordance with part 12. The purpose is to obtain ISPM 15 Heat Treatment Certification and Kiln Inspections as detailed in the attached Statement of Work dated January 5, 2026. This acquisition is set aside for small business concerns. Work Details The contractor shall provide all personnel, labor, supplies, supervision, and equipment necessary to implement an ISPM Certification Program that includes compliance and verification inspections at two locations: Blue Grass Army Depot (BGAD) in Richmond, KY, and Anniston Munitions Center (ANMC) in Anniston, AL. The program will include a physical audit of the heat treatment sterilization program at both facilities to ensure compliance with ISPM 15 regulations. The contractor must provide heat treatment/kiln inspection services necessary for certifying heat treated (HT) and kiln dried heat treated (KDHT) lumber as non-manufactured wood packing (NMWP) compliant with International Plant Protection Guidelines (IPPC). Audits will be conducted monthly at each facility, and the contractor is required to submit an audit report each month to the Contracting Office. Additionally, the contractor must appoint a contract manager responsible for coordinating work performance and provide updated personnel information as needed. Place of Performance The services will be performed at two locations: Blue Grass Army Depot in Richmond, KY, and Anniston Munitions Center in Anniston, AL.
