Background The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of Project Lead Joint Services (PL JS), is seeking information and feedback from domestic industry sources regarding the establishment of a comprehensive, modern, and efficient 'Center of Excellence' (CoE) for the scale-up and production of current and emerging explosives. This facility is intended to be located at Blue Grass Army Depot, KY, with an emphasis on rapid capability acceleration aimed for completion prior to 2031. Work Details The tasks and services required under this contract include: 1. Design, development, construction, commissioning, and operation of the CoE. 2. Identification of proposed self-investment detailing specific capital structures and financial commitments. 3. Exploration of opportunities to redirect planned projects to optimize operational viability at BGAD. 4. Demonstration of the reasonableness of the Rough Order of Magnitude (ROM) estimate based on provided concepts, including discussion on major assumptions, cost drivers, and potential risks. 5. Identification of the most suitable contracting vehicle and model for the CoE such as Other Transaction Authority, Enhanced Use Lease, Public-Private Partnerships (P-3), or co-production.
