Background The Mississippi State Department of Health (MSDH) has issued this solicitation to obtain sealed bids from qualified providers for Peer Review Assistance. The goal is to provide short-term technical assistance, less than eight contact hours, to public water systems in Mississippi through trained volunteers. The initiative aims to enhance the existing peer review program by offering support and guidance on financial, managerial, and technical operations. Work Details The Contractor shall provide the following professional services: 1. Coordinate and maintain the Peer Review Program throughout the State for Mississippi Public Water Systems. 2. Conduct on-site peer reviews by knowledgeable peers of the financial, managerial, and technical operations of public water systems. 3. Prepare comprehensive reports of findings and recommendations from peer reviews, which will be confidential and shared only with the reviewed system's officials and MSDH after removing identifying information. 4. Identify a pool of knowledgeable volunteers to conduct peer reviews. 5. Establish a routine process to identify public water systems interested in peer reviews and implement a training program for volunteers. 6. Publicize the program's availability to officials and water operators in Mississippi, conduct at least three peer reviews per quarter with a total goal of fourteen during the contract period, and provide written quarterly reports to the Local Governments Rural Water Systems Improvements Board. Period of Performance The estimated period of performance is from February 9, 2026, to June 30, 2028. Place of Performance The services will be performed at various public water systems throughout the State of Mississippi. Bidder Requirements Bidders must have been in business for at least five years providing similar services. They must possess valid licenses required for performance of work in Mississippi, including a business license valid in the state. Bidders must also demonstrate financial stability by submitting recent audited financial statements or other sufficient information if audits do not exist.
