Provide an OpenScape Voice reinstallation for the eight (8) positions in the MOCC; to include all associated operating systems, wires, cables, controller screens, and radio interfaces, and a voice recorder with playback and downloadable capability. THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. This is for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract, or an agreement based on this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response. 1. INTRODUCTION: This is the initial step in the planning process for MOCC Unify Reconnection Services. The 377 MSG/PKA at Kirtland Air Force Base seeks sources to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform reconnection of the OpenScape Voice console for MOCC telephone and radio communications system consisting of eight (8) controller positions. 377 MSG/PKA anticipates conducting a competitive acquisition or agreements for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 238210, size standard $19,000,000. 2. INSTRUCTIONS: All businesses capable of providing general automotive repair services on box trailers and generators are invited to respond electronically. Responses shall include company name, address, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 238210, size standard $19,000,000. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capabilities are limited to 1 page and should demonstrate capability to provide maintenance service. Background The 377 MSG/PKA at Kirtland Air Force Base is seeking sources to provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for the reconnection of the OpenScape Voice console used for telephone and radio communications at the Maintenance Operations Control Center (MOCC). This effort follows the disconnection of the current system due to flooding in building 1017. The goal is to ensure operational readiness of the communication system consisting of eight controller positions. Work Details The contractor will provide a complete reinstallation of the OpenScape Voice system for eight positions in the MOCC. This includes: conducting a site visit; reinstalling all associated operating systems, wires, cables, controller screens, and radio interfaces; providing a voice recorder with playback and downloadable capability; setting up and testing the system; performing a cutover; retraining users on the new system; and supplying all necessary hardware and software components along with documentation. The system must meet specific requirements including interoperability testing, internet protocol capability, connection to various phone systems, multi-level precedence capabilities, digital voice recording capacity for at least 10 lines simultaneously, programmable speed dials for at least 300 numbers, and support for future expansion up to 45 additional users. The installation will involve integrating existing radio interface units and ensuring compliance with all relevant military communication standards.
