Background The Department of the Air Force, specifically the 377th Mission Support Group Contracting Division - Construction Branch (377th MSG/PKC), is executing a Justification and Approval (J&A) for Other Than Full and Open Competition. The purpose of this contract is to conduct a study on hydraulic door hydraulics/electrical systems at Building 27496. This acquisition is justified under the authority of statute 10 USC 3204(a)(1), which allows for sole source contracts when there is only one responsible source capable of fulfilling the agency's requirements. Work Details The proposed action involves a study that will include the following tasks: conducting an analysis of the hydraulic door systems, evaluating electrical components associated with these systems, and providing recommendations based on findings. The contractor must demonstrate unique qualifications that justify their selection as the sole source for this project. It has been determined that pursuing full and open competition would lead to substantial duplication of costs and unacceptable delays in fulfilling agency requirements. Black & Veatch has been identified as the only source capable of providing these services in a timely and cost-effective manner due to their past performance and on-site experience.
