Commander, Naval Surface Forces, Pacific Fleet (COMNAVSURFPAC) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition of services in support of COMNAVSURFPAC Financial Improvement and Audit Readiness (FIAR) requirement. Services shall be required at COMNAVSURFPAC, 2841Rendova Road, Bldg. 11, San Diego, CA 92155 and Commander, Naval Surface Forces, Atlantic Fleet (COMNAVSURFLANT), Comptroller, N0F1, Bldg. D-29, 1751, Morris St, Norfolk, VA 23511. The primary North American Industry Classification System (NAICS) code for this procurement (in accordance with Seaport-E rolling admissions) is 541330 with a size standard of $38.5. The contract term will be a base period with a potential of four one-year option periods. The anticipated award date is 01 March 2026. It is anticipated that the Request for Proposal (RFP) will be posted in February 2026. The resulting Task Order is anticipated to be Firm Fixed Price. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. Background The Commander, Naval Surface Forces, Pacific Fleet (COMNAVSURFPAC) is conducting a market survey to assess the interest and capability of industry participants for a competitive acquisition of services to support the Financial Improvement and Audit Readiness (FIAR) requirement. The goal of this contract is to provide comprehensive financial analysis, audit remediation, system support, and training services to ensure effective financial management and operational efficiency across the surface forces. The services will be required at COMNAVSURFPAC in San Diego, CA, and at Commander, Naval Surface Forces, Atlantic Fleet in Norfolk, VA. Work Details The contractor shall provide non-personal services necessary for: 1) Financial Analysis: ongoing financial analysis and reporting in support of budget execution; generating routine and ad-hoc financial reports; performing trial balance reconciliation; assisting program managers with cost tracking; conducting variance analysis; and ensuring compliance with contract requirements. 2) FIAR Support: responding to audit data calls; overseeing audit response activities; tracking Corrective Action Plans (CAPs); conducting Internal Control Review testing; and ensuring alignment with Department of Navy audit objectives. 3) Business Process Improvement: supporting financial process optimization through structured initiatives using Lean Six Sigma methodologies; reviewing and updating Standard Operating Procedures (SOPs); implementing automated workflows for audit response tracking. 4) Training: developing training materials and conducting sessions for stakeholders on Navy ERP integration and financial processes. 5) Systems Support: reconciling data across Navy ERP systems; validating data accuracy for year-end close; managing digital repositories for financial documentation. Period of Performance The period of performance includes one base year of 12 months starting from March 6, 2026, with four optional years extending through March 5, 2031. Place of Performance The work will be performed at COMNAVSURFPAC, Building 11, 2841 Rendova Road, Naval Base Coronado, San Diego, CA 92155 and at Commander, Naval Surface Forces, Atlantic Fleet in Norfolk, VA.
