THIS IS NOT A REQUEST FOR QUOTE THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO COPPER VALLEY TELECOM FOR TELECOMMUNICATION SERVICES Action: This is a notice of intent to award a sole-source, Firm-Fixed-Price (FFP) contract to Copper Valley Telecom for comprehensive telecommunications services. This notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.203 and is not a request for competitve proposals, and the Government will not consider them. A determination has been made to procure this requirement without providing for full and open competition.

Justification for Sole-Source Award

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." An approved Justification and Approval (J&A) document is on file. The basis for the sole-source determination is the rural location of the place of performance, where only one vendor, Copper Valley Telecom, possesses the existing infrastructure and capability to provide the required scope of services. No other provider has been identified that can meet the Government's minimum requirements without incurring substantial and unacceptable delays and duplication of cost to establish a new service infrastructure.

The Government intends to award a Firm-Fixed-Price (FFP) contract with a period of performance consisting of an (8) month base period and four (4) twelve (12) month option periods, to be exercised at the Governments discretion. Submission: This notice of intent is NOT a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

Background The Alaska Army National Guard Network Enterprise Center (AKARNG-NEC) is seeking to maintain a comprehensive telecommunications solution for its personnel at Ft. Richardson. The contract is intended to provide essential telecommunication services, as the State of Alaska has canceled previous support agreements, necessitating a new provider to ensure continuity and efficiency in service delivery. Copper Valley Telecom is identified as the sole source capable of fulfilling these requirements due to its existing infrastructure in the rural area. Work Details The contractor will provide a full suite of telecommunications and data services, including: - Voice Services (landline, mobile, VoIP) - Wireless Services (unlimited voice, text, data) - Internet Services (broadband, mobile internet, satellite internet, fiber internet) - Television and Video Services (IPTV, cable TV, streaming services) - Business Support (PBX systems, cloud solutions, networking services). The contractor must ensure real-time oversight and control over all telecommunication services supporting AKARNG personnel.
