Background Walworth County, Wisconsin is seeking Statements of Qualifications (SOQ) from interested firms for Engineering (MEP/FP) Consultants to provide on-call design and construction administration services for small municipal building projects. The Walworth County Department of Public Works (DPW) oversees the operation and maintenance of various public facilities, managing activities related to engineering design, construction, alteration, renovation, and maintenance of multiple facilities totaling approximately 1.25 million square feet. This solicitation aims to establish a Master Services Agreement for on-call specialty design professionals to assist with low-risk and low-complexity projects. Work Details The selected consultants will provide a range of services including: 1. Project Planning: Conduct feasibility studies, site assessments, programming, facility assessments, cost estimates, schedules, and prepare reports for county committees. 2. Design Services: Provide schematic design and design development services including drawings and preliminary cost estimates. 3. Construction Documentation Services: Prepare detailed drawings, specifications, and cost estimates suitable for bidding; obtain necessary permits. 4. Bid Phase Services: Prepare bidding schedules, review contractor pre-qualification statements, host pre-bid meetings, attend bid openings, and assist with contract preparation. 5. Construction Administration Services: Provide site presence during construction phases including issuing notices to contractors, attending progress meetings, reviewing project submittals, approving progress payments, preparing change orders, and ensuring compliance with bid documents. 6. Project Close-Out: Collect and organize close-out documents upon project completion including compliance statements and warranties. Period of Performance The initial term of the Master Service Agreement is one year starting May 11, 2026, with options to extend for four additional one-year periods based on mutual agreement. Place of Performance Services will be performed in Walworth County facilities located in Elkhorn, Wisconsin. Bidder Requirements Eligible consultants must be licensed to operate in Wisconsin and not listed as debarred by federal or state authorities. They should have at least five years of relevant experience in MEP-FP services and possess two or more licensed engineers as part of their team.
