Posted: Jan. 22, 2026, 1:14 p.m. EST This Combined Synopsis/Solicitation (CSS) is being issued to establish a firm-fixed-priced (FFP) for the repair of 3 damaged trailers IAW Attachment 1 Statement of Work for DLA Distribution Susquehanna, PA (DDSP). The Government intends to award one (1) purchase order as a result of this CSS which will be issued on a Standard Form (SF) 1449. This is a non-personal services requirement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction, which will assist the Contractor in accomplishing the SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW. Background The Defense Logistics Agency (DLA) is issuing this Combined Synopsis/Solicitation (CSS) to establish a firm-fixed-price contract for the repair of three damaged trailers at DLA Distribution Susquehanna, PA (DDSP). The goal of this contract is to restore the functionality and safety of the trailers through comprehensive repairs. This is a non-personal services requirement, meaning that the Government will not exercise supervision or control over the contractor's service providers, who will be accountable solely to the contractor. Work Details The contractor shall perform repairs on three specified trailers, including but not limited to: 1) Picking up trailers from DLA Distribution Center, Susquehanna, transporting them to the contractor’s facility, and returning them upon completion of repairs. 2) Repairs include removal/repair/replacement of side ribs, roof sealing, wood decking replacement, and repair/replacement of underlying frame structure as needed. 3) Removal and replacement of any wiring, hoses, lighting, or ancillary equipment necessary for repairs. 4) All repairs must be completed according to manufacturer specifications and coated with primer and paint for protection against elements.
