The purpose of this Request for Proposals (RFP) is to identify a vendor with technical expertise, operational capacity, and demonstrated experience necessary to perform targeted pruning of trees, hazard mitigation, and canopy health improvements within the Caldwell Memorial Park. Contractor is subject to the OMB guidelines in subparts A through F of 2 CFR Part 200 as adopted and supplemented by the USDA in 2 CFR Part 400. Idaho Code Title 54, Chapter 19 Public Works Contractors Contractors must have a Public Works License appropriate for the value of the contract for any work on public lands.

Work Details The contractor will perform targeted pruning on an estimated 62 mature trees, including English Elm and Siberian Elm, which are over 24 inches in diameter and 50 feet tall. The work includes: - Pruning to remove dead wood 2 inches in diameter and greater. - Thinning and reducing overextended lateral limbs in the upper canopy. - Ensuring street clearance of 14 feet and sidewalk clearance of 10 feet. - Compliance with ANSI A300 and Z133.1 standards for tree care. - Providing a detailed work plan that includes timelines, crew information, communication strategies, safety protocols, and emergency action plans. - All cuts must occur primarily in the lower three-quarters of the canopy, with sprouts left intact unless they interfere with clearance goals. Bidder Requirements Contractors must have a Public Works License appropriate for the contract value. They should have at least 10 years of tree pruning experience and provide proof of successful similar projects completed within the last decade. The contractor's staff must include a Supervisor who is an ISA Certified Arborist with Tree Risk Assessment Qualification (TRAQ) and at least five years of supervisory experience in tree pruning services.
