This notice shall not be construed as a solicitation, obligation, or commitment by the Government. This notice is intended strictly for market research to determine if requirements can be met through either a 100% Set-Aside for Indian Small Business Economic Enterprises (ISBEE) or if a 100% Set-Aside for Small Business concerns. Purpose: The purpose of this notice is to identify qualified sources and their size classifications/socioeconomic status (ISBEE or other small businesses). Background The Albuquerque Area Office (AAO) Indian Health Service (IHS) is conducting a Sources Sought notice for market research purposes to identify qualified sources for a contract related to the replacement of a bulk oxygen tank system at the Zuni Comprehensive Community Health Center (ZCCHC) in New Mexico. The goal is to determine if requirements can be met through either a 100% Set-Aside for Indian Small Business Economic Enterprises (ISBEE) or for Small Business concerns. This notice is strictly for informational purposes and does not constitute a solicitation. Work Details The contractor shall provide all tools, equipment, materials, and qualified personnel necessary to perform the following scope of work: 1. Bulk Oxygen System Replacement and Installation: - Remove existing bulk oxygen tank and install a new 1,500-gallon liquid oxygen (LOX) bulk tank system, including: - New 1,500-gallon bulk oxygen tank system - New manifold control center with all switches, bypasses, connection points, and meters in one location - New alarm panel and vaporizer compatible with the LOX system - Reserve assembly piping and valves - Inlet strainers and economizer circuit components with required valves, fittings, and controls - 1-inch flanged switching manifold with bypass and seven valves - All associated piping, valves, fittings, and accessories - Labor, crane services, multi-truck support for installation. 2. Site Preparation: - Remove existing concrete pad and fencing sections; construct new concrete pad compliant with codes; install new fencing with access gate. 3. Underground Electrical and Signal Conduit Installation: - Hand-excavate approximately 70 feet of trench to a depth of 24 inches; install two 1-inch underground PVC conduits for signal wiring and line-voltage wiring; ensure compliance with NFPA 70. 4. Electrical and Alarm System Work: - Install new voltage junction boxes; pull new signal wiring for alarms related to liquid oxygen levels; troubleshoot existing wiring; test alarm signals. 5. Contractor Qualifications: - Personnel must be certified per NFPA 99 and ASSE standards; maintain required insurance coverage; all electrical work performed by licensed electricians.
