THE FEDERAL HIGHWAY ADMINISTRATION, EASTERN FEDERAL LANDS HIGHWAY DIVISION INTENDS TO PROCURE PRIMAVERA P6, ORACLE CORPORATION PRODUCTS. THE ORACLE SOFTWARE IS CURRENTLY IN USE BY ALL THREE FEDERAL LANDS HIGHWAY (FLH) DIVISION FIELD OFFICES AS THEIR PROJECT MANAGEMENT INFORMATION SYSTEM (PMIS) TO MANAGE PROJECTS AND RESOURCES AND BUDGETS. FLH WAS DIRECTED TO IDENTIFY A SINGULAR PMIS PLATFORM TO BE MORE EFFICIENT AND UNIFORM ACROSS FEDERAL LANDS AS WELL AS TO ADDRESS RISKS IDENTIFIED IN THE INVESTMENT REVIEW BOARD SUBMITTALS. TO MAINTAIN THIS SINGLE ENTERPRISE (ONE FLH) MANDATE, IT IS NECESSARY TO RENEW THE ORACLE SOFTWARE MAINTENANCE AGREEMENT TO ENSURE THAT EASTERN FEDERAL LANDS HAS ACCESS TO TECHNICAL SUPPORT REQUIRED TO STAY CURRENT WITH INFORMATION TECHNOLOGY SECURITY REQUIREMENTS AND GENERAL BEST PRACTICES. Background The Federal Highway Administration (FHWA), specifically the Eastern Federal Lands Highway Division, is seeking to procure Oracle Corporation products, specifically Primavera P6 software. This software is currently utilized by all three Federal Lands Highway Division field offices as their Project Management Information System (PMIS) for managing projects, resources, and budgets. The FHWA has been directed to adopt a singular PMIS platform to enhance efficiency and uniformity across federal lands while addressing risks identified in investment review board submissions. The goal of this contract is to renew the Oracle software maintenance agreement to ensure access to necessary technical support and compliance with information technology security requirements and best practices. Work Details The contractor will provide the following Oracle products: 1. Oracle Analytics Publisher Named User Plus - 4 licenses (Perpetual, CSI NUMBER 19687481). 2. Primavera P6 Enterprise Project Portfolio Management - Application User - 65 licenses (Perpetual, CSI NUMBER 19687481). 3. Primavera P6 Progress Reporter - Application User - 206 licenses (Perpetual, CSI NUMBER 19687481). All vendors must be authorized Oracle resellers and provide documentation with their response. Period of Performance The period of performance for this contract is from February 1, 2026, to January 31, 2027. Place of Performance The contract will be performed at locations specified by the Federal Highway Administration.
