***THIS SOLICITATION IS PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 12.201-1, SIMPLIFIED PROCEDURES.*** THE FEDERAL HIGHWAY ADMINISTRATION (FHWA), EASTERN FEDERAL LANDS HIGHWAY DIVISION (EFLHD), INTENDS TO PROCURE CELLULAR MODEMS, SIM CARDS, AND A CELLULAR DATA PLAN THAT CAN PROVIDE NETWORK CONNECTIVITY BETWEEN ONE HUNDRED (100) CONTINUOUS TRAFFIC COUNTER STATIONS AND A FHWA CENTRAL COMPUTER. THE EFLHD ANTICIPATES AWARDING A FIRM-FIXED-PRICE AGREEMENT WITH OPTION YEARS. THE CELLULAR MODEMS, SIMS CARDS, AND DATA PLAN SEEKING MUST MEET THE REQUIREMENTS AND DELIVERABLES STATED IN THE ATTACHED STATEMENT OF WORK. THE ATTACHED SECTION B DOCUMENT OUTLINES DETAILS FOR EACH CONTRACT LINE-ITEM NUMBER (CLIN) FOR THE BASE YEAR AND OPTION YEARS. PLEASE BE SURE TO INCLUDE PRICING FOR EACH CLIN. DETAILS FOR DETERMING AWARD ARE INCLUDED IN THE CELL MODEM EVALUATION CRITERIA DOCUMENT. ALL RESPONSIBLE SOURCES MAY SUBMIT A RESPONSE, IF RECEIVED TIMELY, WITHIN 15 DAYS OF THE POSTED DATE, SHALL BE CONSIDERED BY THE AGENCY.
Background The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), is seeking to procure cellular modems, SIM cards, and a cellular data plan to provide network connectivity for one hundred (100) continuous traffic counter stations to a central FHWA computer. The goal of this contract is to ensure reliable communication for traffic monitoring services as part of the National Park Service Traffic Data Program. A firm-fixed-price agreement with option years is anticipated. Work Details The contractor will be responsible for delivering cellular modems, SIM cards, and a data plan that meet the requirements outlined in the attached Statement of Work. The deliverables must comply with Section 508 of the Rehabilitation Act and the ICT Final Standards and Guidelines (508 Refresh) at 36 CFR Part 1194. This includes ensuring that all Information and Communication Technology (ICT) deliverables are accessible to persons with disabilities. Specific tasks include: - Providing cellular modems and SIM cards that support connectivity for traffic counter stations. - Implementing a data plan that ensures continuous network access. - Adhering to applicable standards including Section 508 requirements for accessibility. - Following invoicing procedures through the Department of Transportation's eInvoicing system. Period of Performance The contract will consist of a base period starting with a Notice To Proceed through the remainder of Fiscal Year 2026, plus four 12-month option periods extending through Fiscal Year 2030. Place of Performance The work will be performed at various locations as determined by the needs of the FHWA and may include sites within national parks managed by the National Park Service.
