NOTICE OF INTENTELEVATOR REPLACEMENT AND MAINTENANCE

The New York City Housing Authority ( NYCHA ) intends to initiate procurement for the replacement of groups ofelevators, including associated fixtures and finishes, at approximately Fifteen (15) NYCHA developments located across New York City's five boroughs totaling 271 individual cab replacements. These developments include a total of 138 buildings, with a mix of multi-story residential buildings with single elevator car, double elevator car, and triple elevator car shafts. The estimated value for completion of all work across the Fifteen (15) sites is approximately $300 million, and supports NYCHA's commitment to deliver high-quality, integrated renovations to reduce elevator outages and improve the overall quality of life for residents. 8 (eight) or more separate sealed bid Request for Quotations will be issued in the City Record beginning in lateFebruary or early March 2026, with issuance of Notice to Proceeds anticipated to begin from the third quarter of 2026.NYCHA is seeking qualified general contractors and/or elevator contractors to manage construction activities,resident coordination, and the ongoing maintenance of in-service elevator cars throughout the project duration. NYCHA encourages attendance of all interested contractors at pre-bid conferences and site visits for each solicitation. The scope of work for each solicitation is expected to include, but may not be limited to: Replacing or upgrading elevator cabs Installing new machine motors, rails, hydraulics, and/or cables Repairing and/or replacing structural elements within elevator pits and shafts Installing new ADA-accessible sliding car doors Installing new car frames, enclosures, flooring, hoist-ways, and lighting Installing mainline power switches, breakers, and feeders to the controller Installing underground/buried piping and emergency power systems Installing and integrating Remote Elevator Monitoring Systems (REMS) with NYCHA's Building ManagementSystem (BMS) Maintaining cars that are in service and not offline for renovation, promptly responding to outages NYCHA will be utilizing streamlined procurement documents and contract specifications for these solicitationswhich incorporate punch list checklists for increased clarity on quality requirements. NYCHA will also provide trainingto contractors on the use of NYCHA's project management software (Trimble Unity Construct) to enable efficient processing of submittals, invoices and other capital project workflows. All NYCHA contracts require compliance with M/WBE participation goals; applicable U.S. Department of Housing andUrban Development requirements, including Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u); New York City Mayor's Office of Contract Services (MOCS) PASSPort registration requirements; andcompliance with applicable Prevailing Wage Standards, including submission of weekly certified payrolls. Theseelevator solicitations are not subject to NYCHA's 2024 PLA nor any other project labor agreement. This Notice of Intent ( NOI ) is issued solely for informational and planning purposes and does not constitute asolicitation, nor does it form any part of a future procurement.
