Background The Department of Veterans Affairs (VA) is issuing this solicitation for the VISN 19 Reverse Distribution Center (RDC) located in Cheyenne, Wyoming. The RDC operates under the Resource Conservation and Recovery Act (RCRA) Subpart P for hazardous waste pharmaceuticals, providing a centralized processing center for organizing and returning potentially creditable, expired or soon-to-expire, unused, non-dispensed pharmaceuticals for manufacturer credit. The goal of this contract is to ensure the safe and compliant disposal of hazardous pharmaceutical waste generated at the RDC. Work Details The contractor shall provide disposal services for EPA's RCRA defined hazardous pharmaceutical waste. This includes all labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal and support services required to categorize, package, transport, document and dispose of hazardous wastes from the RDC. The contractor must maintain all necessary licenses and permits for waste removal to final disposal. Services will include: - Disposal of spills/releases of hazardous materials/wastes (excluding remediation waste). - Routine (non-emergency) waste pickup based on generation rates with provisions for out-of-cycle pickups as needed. - Compliance with all applicable Federal, State, Municipal regulations including OSHA, DEA, EPA. - Maintenance of records and documentation as required by law. Period of Performance The contract will be performed over a 12-month base period followed by four one-year option periods. Work will typically be conducted Monday through Friday from 8:00 AM to 4:00 PM local time. Place of Performance The primary location for performance is the VISN 19 Reverse Distribution Center at 5353 Yellowstone Road, Suite 221, Cheyenne WY 82009.
