Background The Commonwealth of Kentucky is issuing this solicitation for construction services related to the abatement of an abandoned mine site in Breathitt County. The goal of the contract is to safely close the mine portal and ensure environmental safety in accordance with state regulations. Work Details The contractor will be responsible for the following tasks: 1. Constructing an access road to the mine portal. 2. Demolishing the concrete structure at the mine slope opening and using the debris to fill the opening. 3. Pouring a 12-inch thick concrete pad over the filled opening to create a permanent closure. 4. Installing a concrete mine monument on top of the concrete pad. 5. Placing an epoxy-coated standing pipe with a concrete base over an existing pipe near the mine portal to facilitate ventilation of underground mines. Period of Performance The contract will commence upon award and is expected to be completed by January 27, 2026. Place of Performance Breathitt County, Kentucky. Bidder Requirements Bidders must be registered in the Commonwealth eProcurement System via the Vendor Self Service (VSS) System. All bids must be submitted electronically; emailed or hard copy submissions will not be accepted.
