Background The Midland Independent School District (MISD) is seeking sealed proposals from qualified vendors for the purchase and delivery of bulk gasoline, diesel fuel, and diesel exhaust fluid (DEF) to its facilities. The goal of this contract is to ensure a reliable supply of fuel for the district's transportation and operational needs. Work Details The vendor will provide the following products and services: 1. **General Fuel Requirements**: Vendors must identify the brand or trade name of each fuel product offered and include manufacturer specifications. Fuel additives must be EPA-approved, compatible with refiner’s products, and not increase sulfur emissions. 2. **Gasoline Specifications**: - Regular Unleaded: Minimum Octane Rating (R+M)/2 = 87 - Premium Unleaded: Minimum Octane Rating (R+M)/2 = 93 - Must include rust inhibitors, oxidation inhibitors, and detergent additives. - Each delivery must include an original refinery manifest. 3. **Diesel Fuel Specifications**: - Type: #2 Ultra-Low Sulfur Diesel (ULSD) - Compliance with EPA regulations required. 4. **Diesel Exhaust Fluid (DEF)**: - Must meet ISO 22241 standards and be compatible with SCR systems. 5. **Fuel Tanks and Estimated Quantities**: - School Plant Services (SPS): Unleaded (10,000 gallons), Diesel (5,000 gallons) - Transportation/Warehouse Complex (TWC): Unleaded (5,000 gallons), Super Unleaded (5,000 gallons), Diesel (10,000 gallons) - Estimated annual usage: Diesel (215,000 gallons), Unleaded (90,000 gallons). 6. **Deliveries**: Must comply with laws and regulations; priority delivery during emergencies is required. Period of Performance The initial contract term is one year with options to renew for two additional one-year periods. Place of Performance Deliveries will be made to the following locations in Midland, Texas: - Transportation/Warehouse Complex (7201 Briarwood Avenue) - School Plant Services (801 S. Moran) Bidder Requirements Vendors must meet specific insurance requirements including general liability insurance ($1 million per occurrence) and workers' compensation insurance as per Texas law. Vendors are also required to provide a list of subcontractors/suppliers used in performance of the contract.
