Background The Maryland Health Benefit Exchange (MHBE) is an independent unit of state government responsible for administering the Maryland Health Connection, the state's health insurance marketplace. The mission of MHBE is to improve the health and well-being of Marylanders by connecting them with high-quality, affordable health coverage through innovation, technology, and customer service. This Request for Grant Applications (RFA#27-01) seeks proposals from qualified applicants to award grants to organizations that will serve as Connector Entities in the Connector Entity Program for FY 2027. The goal is to engage Certified Consumer Assistance Workers to provide outreach and enrollment assistance for eligible individuals and families seeking health coverage. Work Details The Connector Entities will engage or employ Certified Consumer Assistance Workers to: 1. Guide community outreach activities; 2. Provide in-person application and enrollment assistance for eligible individuals and families seeking health coverage through Maryland Health Connection; 3. Make appropriate referrals for additional assistance. A total of six Connector Entities will be selected to fulfill program objectives across designated service regions. Applicants must submit a detailed budget proposal outlining fund allocation aligned with program requirements, demonstrating cost-effectiveness in delivering high-quality consumer assistance services. The program aims to target vulnerable populations including minorities, those with limited English proficiency, and individuals with low literacy rates. Period of Performance The contract will have a base period of one year from July 1, 2026, to June 30, 2027, with an option for one additional year renewal. Place of Performance The primary place of performance is Maryland (MD). Bidder Requirements Eligible entities must demonstrate existing relationships or the ability to establish relationships with consumers likely eligible for enrollment in health coverage programs. They must also comply with privacy and security standards under federal regulations, maintain a physical presence in the region served, and ensure that all Consumer Assistance Workers are properly trained and certified as required.
