Work Details The RFP encompasses three distinct service 'lots': 1. **Lot 1: Triage & Eligibility** includes services such as eligibility assessments for underpaid and underemployed individuals, youth clients, incumbent workers, compliance management, file maintenance, customer satisfaction initiatives, and budget requirements. 2. **Lot 2: Core Services** covers universal employment services, outreach to unemployment insurance claimants, reemployment services, employer services, management of migrant and seasonal farm workers programs, foster youth support, work experience programs for job seekers with different abilities, compliance measures, customer satisfaction initiatives, and performance management incentives. 3. **Lot 3: Economic Development Projects** involves case management for youth clients and military veterans, skills training enrollment and job placement services, supportive services for childcare program families, and payroll/employer of record services. Each contractor is expected to collaborate within a seamless service delivery system that promotes high-quality outcomes. Period of Performance The contract may begin with a transitional period of up to three months followed by an initial term of one year. WSB reserves the right to negotiate up to four additional one-year renewals based on satisfactory performance and availability of funds. Place of Performance The contract will be performed in the six-county region served by Workforce Solutions Borderplex which includes Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio counties in Texas. Bidder Requirements Bidders must demonstrate technical competence in delivering the specified services. They must not be debarred or suspended from conducting business with federal or state-funded agencies. Minority-owned businesses are encouraged to apply. Bidders must have adequate financial resources to perform under this RFP and maintain a satisfactory record of integrity. Insurance requirements include general liability coverage ($500k per occurrence), automobile liability if applicable ($100k per occurrence), and workers' compensation insurance as required by Texas law.
