Background The City of Vancouver is seeking proposals from qualified vendors to provide a software solution that enables access to, extraction of, and analysis of data from iOS and Android devices. The Vancouver Police Department requires this tool to enhance forensic investigations, ensuring secure, comprehensive data retrieval and analysis from mobile devices while meeting high standards for data integrity, security, and legal compliance. Currently, the city utilizes Cellebrite Premium and Cellebrite Inseyets. Work Details The contractor will provide a comprehensive mobile device data extraction solution with the following capabilities: - Physical, logical, and file system extractions. - Access to encrypted or locked devices using advanced techniques within legal boundaries. - Compatibility with a broad range of mobile devices and operating system versions. - Ability to extract data from apps, call logs, messages, contacts, multimedia, and system files. - Processing Search Warrant returns from companies such as Google and Facebook. - Retrieval of deleted and hidden data where feasible. - Automated categorization of extracted data. - Keyword searching, pattern recognition, and timeline visualization. - Advanced analytics for identifying relationships, geolocation data, and behavioral patterns. - Customized and exportable reports (PDF, CSV). - Chain of custody documentation. - Strong encryption for data storage and transmission with audit trails for all actions performed within the software. - Compliance with local and international data privacy regulations. Period of Performance The contract will be awarded for an initial term of 5 years with options to extend in 1-year increments up to a maximum of 10 years.
